Cyprus Permanent Residency by Investment: The 2026 Guide for Property Buyers

Cyprus is one of the few places in the European Union where you can secure permanent resident status in a matter of months rather than years. Buy qualifying property in Cyprus, show income from abroad, and the island becomes your EU base. The catch most buyers arrive with, though, is the wrong expectation: they come looking for a passport-for-purchase deal like Turkey’s, and Cyprus stopped offering that years ago.

So let’s draw the line up front. Permanent residency — yes, fast and real. Citizenship — no, not immediately and not for money. Here’s exactly what a 2026 investment buys you, how much you need to put where, and why the income test matters more than the purchase price itself.


First, the honest part: there is no passport for sale anymore

The famous “Cyprus golden passport” — the citizenship-by-investment programme — was shut down in November 2020. The scheme that handed out a Cypriot (and therefore EU) passport in exchange for a property investment no longer exists, and the government has no plans to revive it. If an agent promises you Cypriot citizenship for buying an apartment, that’s a red flag, not a feature.

What remains, and works well, is permanent residency (PR) by investment. The status is open-ended, lets you live on the island indefinitely, brings your family, and can lead to citizenship later under the ordinary naturalisation rules. For most buyers that is enough: PR opens Cyprus as an EU foothold, and the passport becomes a question of time rather than a chequebook.

Cyprus PR is not a “golden passport.” It is residency that may lead to citizenship over time — through years of actual living on the island, not automatically after a deal.

What Category 6.2 permanent residency actually is

The fast route is set out in Regulation 6(2) of Cyprus’s immigration rules — hence the shorthand “Category 6.2.” It is an accelerated path for non-EU nationals: you invest in property, prove stable income from abroad, and obtain PR for the whole family in two to three months. The programme is administered by the Civil Registry and Migration Department of Cyprus.

The key difference from ordinary migration is that you don’t need years of physical residence to accrue the status. One qualifying investment, held over time, is enough. PR is issued as permanent from the start — no renewals — with only a light condition to set foot on the island at least once every two years.

How much, and into what

The minimum threshold is €300,000 plus VAT in real estate. But the property rules are strict, and that’s where buyers trying to cut corners get caught:

In other words, you cannot buy a cheap resale and “top it up” to the threshold — only new property bought directly from a developer counts toward PR. You’re free to rent it out, live in it or hold it as an investment afterwards; the status is unaffected as long as you keep ownership.

Example. A family likes a €260,000 new-build near the sea and worries it falls short of the threshold. The fix is simple: add a €60,000 studio from the same developer. Two new-builds total €320,000, the threshold is met, and the second unit already works as a rental.

The income test most applicants underestimate

The purchase sum is only half the story. The other half — where most applications fail — is proven annual income from abroad:

  • at least €50,000 per year for the main applicant;
  • plus €15,000 for a spouse;
  • plus €10,000 for each dependent child.

The income must be passive or earned outside Cyprus — salary, dividends, rent, pension. The good 2026 news: the requirement to re-prove this income every year has been abolished. You demonstrate it once, at application, rather than annually.

Typical case. A buyer finds a suitable new-build at €310,000 and assumes the job is done. But a family of four must show €50,000 + €15,000 + €10,000 + €10,000 = €85,000 of foreign income. If only €60,000 can be documented, the application is refused — despite the “correct” property. Run the income math before choosing the unit, not after.

Timeline, conditions and life after approval

Under the fast track, a decision usually takes two to three months from a complete submission. That speed is Cyprus’s main edge over most European countries, where residency can take years.

What matters about the status itself:

  • PR is open-ended — no renewals.
  • To keep it, you must visit Cyprus at least once every two years.
  • It covers your spouse and dependent children within one application.
  • You must keep the investment — selling the property puts the status at risk.

From PR to citizenship: the long road to a passport

The most common question after PR is “when’s the passport?” The answer runs through ordinary naturalisation, not the investment scheme. To apply for Cypriot citizenship you generally need around seven years of legal residence under ordinary naturalisation (plus 12 continuous months immediately before applying; some sources cite up to eight years). That’s no longer money-for-passport — it’s the long road of an actual resident.

Why understand this up front: if your goal is specifically a second EU passport on a near horizon, Cyprus PR doesn’t solve it directly. If your goal is a legitimate EU base with a path to citizenship through years on the island, the scheme does exactly what it should.

What US and UK nationals need to know

US citizens. Cyprus residency does nothing to change your US tax obligations: the United States taxes citizens on worldwide income regardless of where they live, and FATCA reporting on foreign accounts continues. Cyprus PR is about your right to live in the EU, not about escaping the IRS — plan for both systems in parallel.

UK nationals. The UK abolished its own non-dom regime from April 2025, replacing it with the four-year Foreign Income and Gains (FIG) regime. The logic is simple. If you want a passport quickly and with no income test, Turkey answers that more honestly. If what matters is a foothold inside the European Union — EU law, the euro, and a path to EU citizenship — Cyprus is worth the higher threshold and the income requirement.
